F-402.3 Open flame: A device or appliance employing a flame, excluding those approved and permanently installed, shall not be used in connection with any public meeting or gathering for purposes of deliberation, worship, entertainment, amusement, instruction, education, recreation, awaiting transportation or similar purpose in assembly or educational occupancies without first obtaining approval from the Fire Department.

Exceptions:

1. Candles used during religious services.

2. Candles having protected flames and securely supported on substantial non-combustible bases so located as to avoid danger of ignition of combustible materials.

3. Approved small heating sources, such as alcohol burning devices in spill proof containers, used for warming food.

F-402.4 Heating and cooking equipment: No portable heating or cooking equipment employing flame is permitted in any building or part thereof.

Exceptions:

1. Approved portable kerosene heaters shall be permitted in one and two family dwellings provided they conform to the requirements of NFiPA 31 listed in Chapter 44 and the regulations of this code.

2. Approved heating[25] devices in buildings under construction.

F-403.4 Permit required (Delete title and text -- substitute as follows)

F-403.4 Permission required: Open burning of any kind on public or private land, except as permitted in Section F-403.3, is prohibited, except by written permission from the Fire Department and the Department of Health.

F-403.8.2 Permission: Permission shall be requested by and issued to the owner of the land upon which the bonfire is to be kindled.
