(1) Development. Any construction, reconstruction, modification, extension or expansion of buildings or structures, placement of fill, dredging, mining, storage of materials, land excavation, land clearing, land improvement or any construction thereof.

(2) One-Hundred Year Flood. A flood that, on the average, is likely to occur once every one hundred years (i.e. that has a one percent chance of occurring each year, although the flood may occur in any year); for the purpose of this Chapter, the regulatory flood.
