(1) No development shall take place within the One-Hundred Year Flood Plain unless a permit is obtained from the Department of Licenses and Inspections in accordance with Section 14-1606 of The Philadelphia Code.

(a) In riverine situations, where the applicant proposes to alter, relocate, or encroach into the watercourse, the applicant shall secure a permit from the Pennsylvania Department of Environmental Resources--Dams and Encroachment Division, and shall notify by certified mail all adjacent communities and the Department of Community Affairs. In addition, the applicant shall submit all copies of notification to the Federal Insurance Administration.
