If any section, paragraph, subsection, clause or provision of this Chapter shall be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of this Chapter as a whole or any part thereof. It is the intention of City Council that the remainder of such ordinance would have been adopted as if such invalid section, paragraph, subsection, clause or provision had not been enacted.
