Conduct involving violation of, solicitation to violate, attempt to violate 18 PA.C.S.A. § 5902 is declared to be prohibited conduct, and any vehicle that is used in the commission of the prohibited conduct is subject to impoundment and a three hundred (300) dollar fine for the release of the vehicle. All fines collected shall be used for the enforcement of this provision.
