(1) No vehicles without motor power designed to carry property of passengers or designed and used for living quarters, commonly referred to as trailers or semi-trailers, shall pass through the Parks except on Belmont avenue, Roosevelt boulevard, Broad street from Oregon avenue to the Navy Yard, Gustine Interchange and the Museum Plaza, or except on Park business at times designated by the Director of Fairmount Park.
