(1) Whenever water pipe has been laid at public expense and its cost has not been assessed against any abutting property, any person desiring to connect to the water pipe shall pay to the City the water pipe assessment rate in effect at the time the connection is made. No service charge shall be made against property which is exempt from assessment at the time the connection is requested.[31]
