(1) Whenever a sewer has been constructed at public expense and its costs have not been assessed against any abutting property, any person desiring to connect to the sewer shall pay to the City the sewer assessment in effect at the time the connection is made. No service charge shall be made against the property which is exempt from assessment at the time the connection is requested.[56]
