(1) No garbage disposal shall be installed or used unless a permit is obtained from the Department of Licenses and Inspections. No permit shall be issued for the use or installation of any garbage disposal unit prior to the effective date of this ordinance.

(2) Any applicant for a permit shall apply to the Department of Licenses and Inspections on a form furnished by the Department and supply any information which the Department may reasonably require.

(3) A permit for a garbage disposal unit shall be issued provided that it is installed:

(a) In a single or multi-family dwelling and connected to a sewer leading to a sewage treatment plant or to a cesspool or septic tank; or

(b) In a commercial establishment and connected to a sewer leading to a sewage treatment plant or to a cesspool or septic tank.[65]
