(1) Whenever the Council by special ordinance shall grant any right, privilege or franchise involving the use of City land, buildings, or facilities related thereto, the Department of Public Property, unless otherwise provided by the Charter or special ordinance, shall execute formal documents incorporating the terms and conditions of such grants in such form as may be approved by the Law Department.[9]
