(1) For purposes of this Chapter, Document means a contract, bond, deed, instrument, lease, license, easement, or any other agreement, or any amendment to any such document.

(2) Whenever the Law Department prepares a Document, the City Solicitor is authorized to impose a fee for the service thus rendered on the person contracting or otherwise party to the Document with the City, provided that the City Solicitor need not charge any fee when, in the City Solicitor's judgment, circumstances justify a waiver of the fee.
