The Procurement Department is authorized, on behalf of the City of Philadelphia, to participate in and purchase off purchase contracts for materials, supplies and equipment entered into by the Commonwealth Department of General Services or any other Commonwealth Department. Purchases made pursuant to this section, and any contracts entered into pursuant to this section, shall not be subject to the other provisions of this Title 17.
