CHAPTER 11 DEPARTMENT OF RECORDS
§5-1103. Intragovernmental Rules.
The Department of Records may make rules binding on all
officers, departments, boards or commissions and necessary to carry out the
powers and duties vested in it by this charter but such rules shall not become
effective until first approved by the Administrative Board.

Purposes: The Department of Records is vested with the power
to make rules binding on other administrative agencies so that it may
effectively carry out its powers and duties. Approval of the Administrative
Board is required as a check on this broad power.
