ANNOTATION
Sources: Act of June 25, 1919, P.L. 581, Article XVI, Sections
2 and 4, as amended.
Purposes: 1. Provision is made for a Council consisting of
Councilmen-at-large and of district Councilmen in order to assure a more
representative legislative body. It is expected that Councilmen-at-large will
not be bound by sectional considerations in acting upon legislation. Yet
sectional representation is preserved through the provision for district
Councilmen.
2. A Councilman elected to fill a vacancy is to serve only
for the balance of the term of the Councilman whose office he
fills.
