CHAPTER 4 COUNCILMANIC INQUIRIES AND INVESTIGATIONS
§2-401. Power to Obtain Attendance of Witnesses and Production of Documents.
The Council shall have power to compel the attendance of
witnesses and the production of documents and other evidence at any meeting of
the body or of any of its committees under the procedure set forth in Article
XVI, Section 8, of the Act of June 25, 1919, P.L. 581.

Purposes: This section retains with full force and effect the
above section of the Charter of 1919 for the purpose of preserving the power of
the Council to subpoena witnesses, documents, and other evidence. A new
provision on the subject was not written into the Charter because the enabling
Act did not vest in the Charter Commission the power to impose upon the courts
the duty of enforcing subpoenas issued by the Council.
