CHAPTER 7 BUREAUS AND DIVISIONS; DEPUTIES; OTHER EMPLOYEES
§3-700. Bureaus and Divisions.
The heads of the several departments and the several
boards and commissions may from time to time, subject to the approval of the
Administrative Board, establish such bureaus or divisions in their respective
departments, boards and commissions as may be required for the proper conduct of
their work.

Purposes: The creation of bureaus and divisions in
departments, boards, and commissions is left to the department heads and boards
and commissions concerned, rather than being fixed in the Charter, in order to
permit flexibility and adaptation to changing circumstances and conditions. The
approval of the Administrative Board is required so that over-all governmental
considerations may enter into the picture and so that some measure of control
may be exercised over the number of bureaus and divisions to be established. The
creation of bureaus and divisions is thus made a function of the administrative
branch of the City government rather than of the Council.
